Santa Barbara and Ventura County who tirelessly work with private organizations in combination with public resources to find a solution to mental health, drug addiction and homelessness issues, proving that these are first a community and public health issue, better addressed though cooperation with law enforcement by using the courts to steer the afflicted towards prevention, rehabilitation and re-education.
