Richard was born on May 10, 1962, in Laconia, the son of Robert and Gisele (Paquet) Valliere.

Richard is survived by his mother, Gisele Valliere, and his sisters, Francine Ray and Paulette Valliere. In addition to his father, Richard is predeceased by his brother-in-law, William Ray.
